That's actually a pretty good idea. Although I doubt that many fansubbers are going to think the same way. Luckily I'm okay with legal streaming but the people who only download shows will have to wait a while.

Can they please define, 'Global'?

A lot of the time by Global, they mean North America, select Mainland European countries, and a couple of Pacific Rim countries.

Why would they show only the last few episodes globally? That doesn't make any sense.

The 2nd season is being simulcast a half an hour after its airing in Japan.

The final 3 episodes though aren't being aired on TV in the traditional timeslot since the final LN doesn't come out until July. They need to wait until thats out to do the final episodes based on that LN, so they are going to air it in an alternative method.

Because these were supposed to originally be BD/DVD exclusive, instead of airing with the rest of the season, which are being simulcasted.

Even if the final LN was out already, is it not impossible to air all the 16 episodes on TV? I understand that TV stations can only air up to 13 episodes of a one-cour series. I have seen also 22 episodes series air on TV. But Oreimo 2 would be in a gray area if 16 episodes were to be aired on TV.

Some shows have aired in unusual numbers when they're two cour, but that basically never happens for one cour. A few shows (Noitamina, I think) did 11 episodes and I think one or two did 14 at some point, but I'm not aware of anything that's ever pulled 15/16 all on TV.

I'd imagine its much easier to do fewer episodes than more (and even that might be a result of time being used for other things by the TV stations rather than the anime studio really choosing it), hence why there are a handful of shows that did less than 24 but almost none that have done more than 26 (Gurren Lagann is the only one that comes to mind, finishing at 27). The problem with going over the 12/13 count is that shows air in blocks of time and going over that goes into the next season's block. I assume anime studios have to buy the timeslots in seasonal blocks, so they can't just buy a few more episodes to hit 16 episodes, they would need to buy the entire next season's block of time.

Not to mention that, if they extended three more episodes into next season's block, they show that would take that timeslot for next season would only be left with 8-9 episodes. It's too complicated.

Right, right...it just originally sounded like you said A1 will need to wait until the final LN is out to produce the episodes since you used "to do." My apologies.
