Plot Summary: The average People of the world live in poor slums. They must become become Troopers - soldiers of the government - and advance within their ranks before they can become Citizens of the comrtable City. Grey Death is such a Trooper. He joined after his girlfriend, Lips, died as a Trooper. He and Nova, another Trooper, work together to find out the truth behind the City.
