In order to make Card Captor Sakura "appropriate" for American broadcasting, this article on CalendarLive.com claims that Nelvana spent approximately $100,000 per Cardcaptors episode to "incorporate new music, scripts and vocal tracks, revising a show that has already enjoyed success on the NHK network in Japan."
Please be aware, however, that the article does not seem to discern between American and Canadian dollars.. The latter would result in a much more reasonable price per episode.
On a side note, shortly after the first episode airs (8:30am or 9:30 am for most WB stations in the US) ANN will try to have an in-depth comparison of the English and Japanese episodes up for perusal.
