Why Patlabor WXIII and Cowboy Bebop: The Movie aren't eligible

As reported earlier, The Academy of Motion Picture Arts and Sciences ruled that Cowboy Bebop: The Movie was found to be ineligible for an Academy Award because of its Japanese release date. However Animation Magazine reported (link requires subscription) that Bebops ineligibility was due to its U.S. release date.

Patrick Stockstill, Awards coordinator for the Academy Awards, confirmed to ANN that Bebop's ineligibility was in fact due to its Japanese theatrical release, which was on September 1st, 2001. According to rule 3 of the Oscar eligibility rules, to be eligible a movie first screened outside of the United States must have been released after January 1, 2002. Bebop would not have been eligible for the 2003 awards (for 2002 releases) because it was not theatrically released in the United States until April 4th 2003.

As for Patlabor WXIII, Stockstill explains that it would have been eligible had it been submitted but the academy never received the submission papers.
